Dear Judge Ryan,
It has come to my notice that your Commission has improperly pressured Dr Diarmuid Martin, Archbishop of Dublin, to suppress the 1962 Report on Artane industrial reformatory written by the then prison chaplain, Fr Harry Moore. You will know that the said report is the property of the Dublin Diocesan Archive and reveals neglect, educational deprivation and violence being inflicted on child prisoners by the Artane jailors (the Irish Christian Brothers) with the connivance of the Education Department. Dr Martin was willing to disclose the Moore Report to me until you extracted an undertaking from him to suppress it.
It is common knowledge that your Commission has, for more than eight years, been busily conducting a cover-up on behalf of the State. In your efforts to whitewash the State’s human rights crimes against the child prisoners you have conspired with your Education Department sponsor in the wholesale concealment of State records on the child prisons. By concealing records such as the Moore Report you are hindering legitimate research on Artane prison and obstructing the pursuit of truth and justice by the survivors. But of course you are only earning your hire. However, you have now gone too far by dragging Dr Martin into your conspiracy of concealment.
I hereby call upon you to release Dr Martin from whatever undertaking he gave you regarding the concealment of the Moore Report. Please notify me when you have done so.
