Noel Barry: Accused of not running charity correctly.

THE founder of a troubled charity for survivors of institutional abuse has stepped down from his position as project leader.
Noel Barry, founder of Cork-based organisation, Right of Place, handed in his resignation this week, which has been accepted by the HSE.
The charity has been in turmoil since last year when members sought to oust Mr Barry claiming he was not running the charity correctly.
Mr Barry has always refused to comment on the situation. The move comes following a
HSE-brokered mediation process followed by elections for a new board of directors. It appears the charity is set to put difficulties behind it.
Tom Wall, spokesman for the new board, said Mr Barry had not been expected to hand in his resignation so soon and that a temporary administrator would be hired while the new board got to grips with the organisation.
He assured there were going to be big changes at Right of Place and said
the board was determined that funding would get to the grassroots and was not tied up in staffing and administration.
Mr Wall said Mr Barry had “played his role out”: “The old system
finished. There are going to be big changes.”
He said the organisation had not been reaching survivors, and that outreach officers would be available to assist in all regions. — from Waterford to Galway to Limerick.
He said the new board was hoping to find out how millions of euro in funding was spent: “We need to get someone with expertise in the field to sit down and look at the financial situation and we are sitting down with an independent legal team to find out what powers we have.”
A survivor who has made a formal complaint against a member of Right of
Place claimed there was an atmosphere of intimidation at the charity’s headquarters and people were not able to access the help they needed.
Catherine Coffey, a founding member of the Kerry branch of Right of Place, has also made a complaint to the gardaí and the HSE over alleged threats made to her at the offices of the charity.She said there needed to be a full clear-out of the old regime before the
organisation could truly move on.

We visited his last home in Hayes, Middlesex and the Warden advised he had moved. I know Brian was in communication with Mick Collins in London. If Mick reads this message or any friends within Right of Place knowing of Brian’s address now. Anne would dearly wish to know Brian is well Anne has been a friend of Brian’s for over 45 years.     i stayed at right of place, welcome house in late october 2010,i delighted its closed and good luck to the rubbish that ran it. they couldnt get me out quickly ,

    “What is clear from the accounts is that for two years, and for part of a third year, money received could only be reported as having being advanced to directors. It is possible that this money was channeled to previously existing organizations and used in their work. Otherwise it is hard to see how the expenditure could have been justified, as the company had no other staff or premises. Whether a similar situation existed for the rest of the periods of accounts from 2003 to 2008, it is not possible to say from the information given in these accounts.”

    Q. Can a Director/Trustee be paid as director/trustee?
    A. In general no payments should be paid to Directors/Trustees other then out of pocket expenses. Specifically Directors/Trustees are not to be paid for holding such an office.

    What was his employment status?
    How could he afford to live?

    Inspite of this being in the Public Domain the HSE and Brian Cowen still recognised Right of Place as “Representing” the views of Survivors at meetings with regard to the “Additional Voluntary Compensation” offered by C.O.R.I. and the decisions regarding the “Statutory Fund”???

    These decision are stiil upheld as “Representative”!!
    “Meanwhile, it has emerged that the HSE has given at least €234,000 in funding to Right of Place this year, despite saying it would not give further monies until issues within the organisation had been sorted out. The Department of Education gave the charity €16,000 this year.

    Between 2001 and 2009 four Irish survivor groups received funding from the department totalling €2.1 million, half of which went to Right of Place.”

  9. i would like to say fair play to whoever got rid of barry about time.we have a small group of survivers in galway called millstonehouse witch is run by two survivers of abuse witch we run it volentry witch we are not getting any assistance from anyone.cork r.o.p never got in contact with us at all we are doing it all on our own

    The worrying thing is that although the “Leader” of the Right of Place has gone and a “NEW” Board is about to take over!

    The HSE still recognises their “Mandate” and their right to funded for the People they “Represent????”

    The other issue is that Noel Barry’s decision of what Survivors want regarding the Statutory Fund and “Additional Voluntary Contributions” made by C.O.R.I. is still a matter of record as being “Representative”.

    We have arrived in Yuma after a four day grueling drive of 3,400 kilometres. I have just seen the fantastic news on my laptop, awesome. Now, to let you know and to those who take a peep at your site who do not comment or contribute to it. I questioned Michael Waters as to how many members he had, he has not answered that and has not answered my e-mails for six weeks, so I assume he has his own reasons for that silence. Tom Hayes has also cut me off because of my inquiries, I am sad to say. The whole bunch who claim to help us should resign.

    Finally, it appears Mr. Barry is out of power, and now we trust and hope he will answer for his corruptive practices and misdemeanors. Thanks very much Paddy for keeping us posted and up to date. You are very good indeed at keeping up to date on this story, and we will be eternally grateful to you, because, as you know, this is such an important story. The idea of a trust fund hopefully will die a quick death, and allow us the survivors of institutional abuse to be able to use the funding for our present needs and purposes.     As I’ve said time and time and time again, it’s time all of those purporting to represent ‘survivors of abuse’ packed their bags and headed for the hills. Their contribution to people that were abused has been negligible and served only to create division. That’s the reality. Paddy.

    The best news i have heard in years. Perhaps now the Survivor, will at last have a say, and not be Dictated to again by the likes of Barry, Treanor, and their Highwaymen. We have unmasked them now, for everyone to see. and all i say is, ( GOOD BLOODY RIDDANCE TO THE LOT OF THEM ) I HOPE THEY WILL REMEMBER THE HARM THEY HAVE CAUSED TO SO MANY SURVIVORS, FOR THE REST OF THEIR LIVES.
