THE publication of the Ryan report on institutional child abuse has led to savings of €15.4 million on legal bills last year.

The Commission on Child Abuse chaired by Mr Justice Seán Ryan published its landmark report in May 2009 but Department of Education accounts show that its total spend last year came to just €3.5m out of an allocation of almost €19m.

The variation was explained by the fact that the commission was unable to finalise as many legal bills of third parties because of the resources diverted to finalising and releasing the report, as well as dealing with its aftermath.

The department saved a further €55m on the planned €150m spend of the Residential Institutions Redress Board, mostly from a fall in the average award paid out and fewer awards being processed as not all the necessary documentation was provided.

    THE RULES OF REDRESS WAS TO SHUT US ALL UP.
    WELL NOW THINK HOW THE GOVERNMENT IS FORCING US TO BRAKE THE RULES FOR THEMSELVES.
    IF WE ARE TO BE FORCED TO RECEIVE THIS STATUARY FUND FOR EDUCATION AND WELFARE PURPOSES THEN THINK AGAIN,

    ((” WE ARE BEING FORCED TO MAKE IT KNOWN TO THE WELFARE AND EDUCATION BOARD THAT WE ARE SURVIVORS OF ABUSE, THEY IN TURN WILL KNOW IF WE HAVE RECEIVED REDRESS.”))

    THE QUESTION NEVER SEEMS VERY CLEAR BECAUSE NO ONE HAS PROTECTED SURVIVORS PERSONAL INTERESTS AS OF YET.
    IS IT THE REDRESS WE ARE NOT SUPPOSED TO TELL, OR THE TRUTH THAT WE ARE SURVIVORS’ OF THE ABUSE?
    OR BOTH?
    WHAT IS THE REAL REASONS BEHIND THESE QUESTIONS WHERE THE ANSWERS SEEM RATHER TONGUE AND CHEEK, CLOAK AND DAGGER?

    THIS IS ALL SO ONE SIDED HERE WE HAVE TO MAKE KNOWN TO WELFARE BUT NOT ANYONE ELSE?
    WE NEED THE TRUTH HERE AND BRAKE THIS SILENCE ONCE AND FOR ALL AS TO THE CRAP DEALS DONE WITHOUT OUR CONSENT.

    EITHER WAY THIS IS A PROBLEM AM I RIGHT HERE FOLKS.

    why does this not surprise us all we were all cheated right from the word go.
    anyone out there with a brain on two legs would see that there was no hope of any second chance (( as the slogan of the right of place put it)).
    second chance of being neglected more likely.
    this group was a sham from the start and no one but no one has got the answers to survivors questions as of yet.
    we are all living proof of this whole affair of miss-justice.
    shame on this government and any party who have supported the way survivors were treated thus far.
    the joy in survivors hearts of the chance of being heard was a carrot dangled in front of them on a string, only to be pulled away and left with the pains of the past
